European Railway Interoperability

Although regulations regarding Railway Interoperability within the European Union have mostly several years of existence, it is in recent months that we see that these are required within the scope of the execution of ALL projects and works of the railway sector, whether or not, within its operating plan in the short or medium term, planned the circulation of rolling stock that due to its diversity of origin, will ensure compliance with European Railway Interoperability regulations.

In this way, the Notified Body (NoBo) figure appears within the supervision of railway projects implementation, which takes care of and ensures compliance with CE verification of products and systems within the scope of the project.

CE verification goes through compliance with Technical Specifications for Interoperability (TSIs), associated with the product or the system in question.

For example, in "track vacancy detection" and train detection systems (track circuits, axle counters and level crossing warnings), baseline TSI is command-control and signalling (CMS) 2016/919/UE as part of the grounded subsystem - train detection, focusing on demonstrating its basic parameters, electromagnetic compatibility between rolling stock and detection equipment, plus equipment manufacturing in CMS subsystems.

In this way, there are many manufacturers of signal technology and rolling stock needing an urgent answer to this regulation of railway sector. This is embodied in requirements requested by NoBos in railway works.

For many months, Leedeo Engineering is already supporting technologists in the sector, managing CE verification process. All the following is included: the drafting of documentation and technical specifications, NoBo management, testing execution and justification of the points according to traceability matrices of fulfillment of requirements.

Agility in approval processes not only lies in making rapid tests and documentation being required, but also in understanding one by one, as required by TSIs. We must look for the most efficient way to give evidence to NoBo about compliance with the requested requirement:

  • Rigorous references in facilities in operation.
  • Redesigning product application manuals and their application conditions (including SRACs).
  • Redesigning maintenance manuals.
  • Understanding what applies or does not apply given installation conditions.
  • Correct preparation of electromagnetic compatibility testing setup.
  • Computer simulations of expensive tests regarding associated time and cost in laboratory or on the tracks, with their corresponding justification.
  • Etc.
